Building Social Protection Systems

We at SOPROEN believe in order to design and implement a social protection system, it should balance both the supply and demand side of social protection interventions and elements. We as a company are working on the how so to make possible an efficient and effective comprehensive social protection scheme:

    • Capable and operational supply side interventions.
    • Development of demand side interventions in which poor and vulnerable households should be able to solve their urgent needs and be able to create strategies and means to escape from poverty.

Improving Supply-Side Programs

We are constantly innovating and improving supply-side interventions like Conditional Cash Transfers, Cash Transfers, In kind interventions, Public Works and others.

We are working in the creation/incorporation of tools such as:

    • Dynamic Social Registries

    • Disaster response interventions in record times
    • Monitoring frameworks
    • State of the art tools including: robotics, machine learning, autoML (artificial intelligence) as well as the inclusion of peripherals (offline applications for data collection and payments, drones for monitoring, among others).

Developing Demand-Side Interventions

Development of interventions and elements that facilitate poor and vulnerable households to identify and select proper service providers as well as to better communicate with projects’ officers.

  • Linkages and referrals system for personal health needs, education options for the youth, alternatives for older job seekers (ages 55+).
  • Grievance and redress mechanism that includes a call center system, and proper management of resolution case protocols.

Emergency Shock Response and Adaptation Mechanisms

One of Soproen’s pillars is the ability to quickly and effectively design and implement emergency response interventions, with the support of our Emergency Management Information System (EMIS). SOPROEN is able to design ideal responses for any kind of disaster: extreme shocks (unpredictable such us hurricanes, earthquakes, volcanic eruptions) and adaptive shocks (which are predictable, due to climate change, and can last longer such as floods, droughts or economic recessions). We are able to intervene at every stage of a disaster from the preparedness, rescue/response, to the recovery stage.

In extreme disasters SOPROEN intervenes in the preparation stage by designing Linkages & Referrals Systems (L&R) with the aim of covering the aid required by those affected, especially during the Rescue stage. SOPROEN also supports with the technical assistance in the design of horizontal and vertical expansion transfer programs, for the delivery of cash during the Recovery stage.

In an adaptive disaster, SOPROEN designs and prepares cash transfer programs (horizontal expansion) during the disaster and the Recovery stage.

In both types of disasters, our support also includes the identification and selection of affected people, the collection of information on physical damage to homes and agricultural areas, database management, integration of interventions, surveys of intervention results, provision of call center software and elaboration of communication strategies.


We are able to offer efficient permanent support and technical assistance during the design and implementation of the project, provide staff training, coordination with transfer institutions, and operational management in each of the Project stages from the identification of potential beneficiaries, the delivery of cash transfers, constant monitoring of the execution in the field of each operational process and monitoring the functioning of the L&R system.


Our service includes the development of all operational materials required for the implementation of the intervention. With the use of the EMIS tool, which is totally parametric and dynamic, the information of the entire program can be systematized with agility and efficiently.
