Client: Ministry of Manpower Development, Youth and Employment (MoMYE).

FSP, launched in 2002, aimed to address malnutrition and underweight children using an integrated approach through child growth promotion and a grant to selected project kebeles to reduce child malnutrition. Mothers with children below two years of age and promoters will be awarded with symbolic in-kind grantsas long as their children make weight gains enough to take or keep them at least at mild underweight levels by the time they reach two years of age.

The firm was hired in 2007 to create the design and technical documents so to develop the instruments needed to pilot this grant. The firm also analyzed and determined specific design parameters for the pilot project:

  • Objectives and goals
  • Mothers’ eligibility criteria
  • Types of benefits and amounts of payments
  • Performance based grants: compliance and verification of compliance
  • Exit policy.
