Creating a registry to strengthen and consolidate the social protection system and therefore increase the impact of benefits on reducing poverty.

The scope of the consultancy covered the following:

• Created a detailed operations design of the NHR based on the assessment on the country’s geographic, political and socio-economic context, poverty analysis, and existing social protection framework.
• Developed a Proxy Means Test (PMT) formula for household categorization.
• Developed a Management Information System (MIS) to manage activities and data during and for the execution of the project cycle processes. MIS documents were produced including a User Manual of the main modules.
• Provided technical assistance in the field for the implementation of the massive registration and data sharing processes. Moreover, remote support and maintenance of the MIS is being provided for two years after having delivered the system.
