Paper written by Francisco Ayala with the assistance of Christina Endara. This paper focused on how Jamaica integrated three transfer programs into one (PATH) and the lessons learned from this program.
Several studies were requested which were oriented toward developing an integrated SSN strategy whose main objective was to rationalize and unify the three existing transfer programs (Food Stamps, Outdoor Poor Relief and Public Assistance) into one (which was called Program for Advancement through Health and Education (PATH)).
One of the main lessons learned from this program was that reforms to the social safety net system of this country were slow to implement. It was recommended to have joint implementation plans that would involve all programs and these results needed to be conveyed to the Government.
