The Human Development Bonus Program was administered by the Social Protection Program of the Ministry of Social Welfare of Ecuador.

The main objective of the project was to expand human capital and prevent the continuation of intergenerational poverty in Ecuador. This was done through the delivery of direct transfers to poor or destitute households and incorporate specific conditionalities aimed to the investment in education and health of its most vulnerable members.

We were contracted to execute the following:

  • Revision of current features in the program, including: operation, structural organization and targeting.
  • Preparation of a document containing proposals for the new conditional cash transfer program and its operations manual.
  • Preparation of a conditionalities control proposal keyed to health and education.
