SIMS: Social Intervention Management System

Innovations

SOPROEN’s research department is constantly developing new services and products to provide real value to clients. These designs, protocols and instruments are oriented to increase the effectiveness of adaptive and comprehensive social protection and emergency shock systems:

    • Design proposals for comprehensive and adaptive social protection and humanitarian shock response systems including supply side and demand side interventions.
    • Dynamic social registries, that not only store information after doing massive data collection processes but are also capable of updating their information from programs/interventions.
    • Linkage and referral systems to meet the demands of affected and vulnerable people who are part of on-going social protection programs. Service providers can assist beneficiaries by addressing their specific and personal needs in education, health, tools, and others.
    • Grievance and redress mechanisms with call center systems to manage cases with proper resolution protocols supporting all interventions of a social protection and humanitarian response systems.
    • Disaster response systems with protocols and software applications that make possible not only cash transfer vertical expansions for affected people through ongoing social protection interventions, but also horizontal expansions in a matter of few days or weeks.
    • State of the art tools such as machine learning, autoML (artificial intelligence), as well as the inclusion of peripherals to support the implementation of social protection and humanitarian interventions.
    • Monitoring frameworks with proper software applications to provide live information (indicators) about the progress and status of all elements in the social protection system (remote management monitoring and verification RMMV).

Coming soon:

  • Design proposals to add environmentally oriented conditions with verification tools to ongoing cash transfer programs.

Characteristics of the Management Information Systems (MIS)

Tailor-made MIS:

  • Web-based
  • Repository of modules
  • Shorter implementation times than other MIS
  • Constant innovations to the system and permanent additions
  • Capacity for growth and adjustment according to the particular situations

MIS for Emergencies:

  • Customizable, flexible, parametric, and modular web-based platform
  • Implementation time in record time (weeks)
  • Configuration of modules for an emergency chain by selecting specific modules according to the situation and needs of the client
  • Forms for data collection can be set up in a matter of minutes
  • Beneficiaries can start receiving their benefits in less than a month
  • Use of offline applications data collection and transfers
  • Online reports and real-time indicators

The MIS is a tool to support the implementation of interventions such as:

  • Any type of social protection programs: Conditional Cash Transfers, Cash Transfers, In Kind Transfers, Public Works
  • Linkages and Referrals
  • Grievance and Redress Mechanism (GRM)
  • Social Registries

Pre-feasibility and Operational Assessment Studies

At SOPROEN we carry out project assessments as well as the design and evaluations of social protection projects.

Studies and reports to design a program:

  • Considering sociocultural and local realities
  • Operational design of all the project cycle phases
  • Assessment to identify operational challenges
  • Logical capacity studies of payment agencies

Output related studies:

  • Quantitative and qualitative studies to immediately identify effects
  • Using machine learning techniques in project data to categorize groups, identify hidden characteristics and product behaviors

Communication-related strategies:

  • Development of promotional and marketing strategies and materials for different implementation phases of the project cycle
  • User-centered

Material and facilitation for projects execution

  • Development of manuals, user guidelines and other materials to facilitate the implementation of projects
  • Workshops and facilitations to train staff
