Design of the National Plan for the Protection of Senior Citizens’ Rights in Ecuador

Quito, Ecuador – December, 2025 – Starting in January 2025, the Ministry of Economic and Social Inclusion of Ecuador (MIES) will begin the development of the National Plan for the Comprehensive Protection of the Rights of Senior Citizens. The consultancy, which was awarded to SOPROEN in collaboration with the Ecuadorian firm NEOPLAN, aims to address the needs of Ecuador’s senior population, currently comprising 8.97% of the total population.

SOPROEN, together with NEOPLAN, a respected Ecuadorian consulting firm, will lead the effort to design and implement this crucial national plan. NEOPLAN brings extensive experience to the table with a multidisciplinary team specializing in strategic planning, organizational design, public policy evaluation, and statistical data gathering. The firm has been a key player in various sectors, offering services in marketing, urban planning, construction, and public sector consulting.

The objective of this consultancy is to design a National Plan that addresses the needs of senior citizens across Ecuador. The plan will be implemented over a four-year period and will focus on areas such as health, economic security, housing, social participation, legal protection, and long term care for individuals requiring assistance.

Together, SOPROEN and NEOPLAN will work closely with MIES to create a detailed and actionable plan, targeting key areas such as:

  • Health: Ensuring senior citizens have access to essential medical services and care, with programs focused on disease prevention and healthy aging.
  • Economic Security: Supporting senior citizens with access to pensions, social security, and opportunities for continued economic participation.
  • Housing: Creating policies that ensure senior citizens can access safe, accessible, and affordable housing.
  • Social Participation: Encouraging active engagement in community life through volunteer opportunities, continued education, and social activities.
  • Legal Protection: Safeguarding senior citizens from abuse, discrimination, and all forms of violence.
  • Long-Term Care: Developing policies for providing long-term care services, whether at home or in specialized facilities, for senior citizens in need.

For SOPROEN, it is a great pleasure to return to Ecuador after several years, and we are excited to contribute once again to the country’s development. With this consultancy, we hope to continue collaborating with the Ecuadorian government to support the most vulnerable sectors of the population, ensuring their protection and well-being. SOPROEN’s vast experience in the field of social protection will guide our work, and we look forward to making a lasting impact on the lives of Ecuador’s senior citizens.
