The firm was hired to do the following to support this program:

• Reviewed the Institutional Arrangements of the HAMSET II project in order to assess how to improve current institutional arrangements can be used to support the pilot (transport voucher system and the conditional cash payment scheme).
• Prepared a detailed Operations Manual for the conditional cash transfer program in health.
• Created guidelines for the Monitoring & Evaluation Process in order to fulfill the RBF incentives to increase positive outcomes in Maternal and Child Health (MCH) for beneficiary women.
