The firm supported the program with the following:

• Evaluation of the capacity of the Ministry and non-governmental organizations working in the area of youth, management areas, institutional capacity, and existing staff.
• Institutional strengthening proposal for the Ministry and other organizations involved in areas related to youth.
• Preparation of the Operations Manual for the Youth Work Training Program and the Beneficiary Selection system.
• Design of two pilot programs oriented towards youth: sports activities and a business program, which were part of the components of the Inter-American Development Bank’s Credit Program.
• Preparation of the budget and schedule for the institutional strengthening plan.
