The firm did the following to support the project:

• Provided assistance to teams working for the coordinating units at Cali, Bogota and Medellin prior to implementing the program.
• Developed of the program’s operating regulations.
• Followed-up on mandatory implementation tasks at cities targeted in the program components.
• Reviewed of progress attained by the program’s national coordinating unit on the bases of work and support meetings concerning the tasks of organization, operating regulations, and contracting procedures.
